Early Entry
of
Ultra Low Sulfur Diesel
26
Federal Ultra Low Sulfur Diesel (ULSD)
  • Federal ULSD required by law beginning June 2006; fully compliant by 2009; on-road only
  • Refiner-Based: Will appear “at the pump”
  • Lowers #2 Diesel sulfur level (500ppm→ 15ppm)
  • Paves the way for advanced, sulfur-intolerant exhaust emission control technologies
  • Offers no NOx reduction when used (stand-alone) in current engine technologies

27
Texas Low Emission Diesel (TxLED)  Rule
  • All diesel engines in on-road vehicles and off-road equipment operating within 110 affected counties in central and eastern Texas
  • 10% max aromatics; 48 min cetane
  • On-road drops to max 15ppm sulfur in June, 2006 (follows fed)
  • Refiner-Based: Will appear “at the pump”
28
 Air Quality Benefits
ULSD vs. TxLED
  • Fed-ULSD stand-alone has minimal if any reported NOx benefits, some PM benefit.

  • TxLED stand-alone recognized by TCEQ at ~ 5.7% On-Road NOx benefit,  7% Off-Road NOx benefit (10% PM benefit.)
    • Based on use of the fuel alone without the use of “cleaner” technologies
29
TxLED Early Adopter Initiative
  • State contract currently with Valero
  • TxDOT took first delivery on Feb 10, 2003
    • TxDOT switching to TxLED
    • Port Aransas Ferry Operations using TxLED
    • 56% of TxDOT Diesel is ULSD-TxLED”
  • Political Subdivisions can “tag” onto the State contract
